The World Wide Web Is Announced to the Public

What Tim Berners-Lee's August 6, 1991 Usenet summary actually announced—and why it was neither the internet's birth nor the first site's launch date.

On August 6, 1991, Tim Berners-Lee posted a summary of the WorldWideWeb project to the Usenet newsgroup alt.hypertext. The message described a global hypertext information system, explained how readers and information providers could participate, identified a prototype line-mode browser, and pointed to project documentation at info.cern.ch.

This is a defensible date for the web’s public announcement beyond CERN. It is not the day the internet was invented, the moment hypertext first existed, or a precisely established launch date for the first website. The web’s software, server, and initial project pages were already operating by the end of 1990.

The primary source says what was being offered

Berners-Lee’s post called the software “very alpha test.” It offered source for the line-mode browser through anonymous FTP, mentioned the graphical WorldWideWeb editor for NeXTStep, identified a skeleton HTTP server, and told readers where to begin online. It asked people to try the system and contact him with questions.

The summary described documents and links, searchable indexes, one addressing scheme, and a simple protocol called HTTP. It also emphasized gateways: browsers could reach existing FTP and NNTP information, allowing the web to connect material that had not been authored as new web pages.

That invitation made the architecture actionable. An outsider could obtain a client, run a server, write linked documents, and connect a new collection into the emerging web. “Public” here means an open invitation to participate, not that millions of ordinary consumers immediately gained access.

The first website predates the announcement

The first web server ran on Berners-Lee’s NeXT computer at CERN, and the first site documented the World Wide Web project itself. CERN’s restored page at info.cern.ch lists software, technical details, people, history, and instructions for contributing.

Accounts often assign December 20, 1990 as an exact go-live date. CERN’s institutional history more cautiously says the first browser, server, and website were operating by the end of 1990. The surviving site changed as the project evolved, so a restored page is not necessarily a byte-for-byte snapshot of one December day.

This distinction matters because August 6 is sometimes labeled “the first website goes online.” The dated Usenet article proves a public summary and pointer. It does not prove that the server was created that day.

The web was an application on the internet

The internet already connected networks and carried services such as email, file transfer, remote login, and Usenet. Berners-Lee did not replace that infrastructure. The web used it to connect addressed documents through hyperlinks and retrieve them through HTTP.

Hypertext also had predecessors, including work by Douglas Engelbart, Ted Nelson, and many research systems. Berners-Lee’s contribution was a practical decentralized combination of identifiers, a transfer protocol, document markup, browsers, and servers that could spread without one central document database.

Robert Cailliau collaborated at CERN, and Nicola Pellow’s line-mode browser helped make the web accessible beyond NeXT machines. The history is stronger when it includes the project team rather than treating one post as solitary creation.

Public announcement was not public-domain release

CERN placed core web software into the public domain on April 30, 1993 and later used an open license. That licensing decision removed uncertainty and helped implementations spread. It occurred almost two years after the Usenet post.

“Publicly announced,” “source available for testing,” and “placed in the public domain” are three separate events. Combining them creates a neat anniversary but a false chronology.

The August 1991 message remains historically important because it preserved a concrete invitation at the point when a CERN project became a network other people could extend. Its significance comes from what the primary source actually offered, not from assigning every origin of the modern internet to one date.
